As indicated by the most recent campaign finance reports, candidates for the Dallas City Council have accumulated almost $1.2 million through a combination of donations and personal loans since the beginning of 2024. The races in Districts 1 and 11 have emerged as the most competitive and costly to date, with ongoing debates surrounding development, growth, and zoning turning these regions into significant electoral battlegrounds.
Chad West, the incumbent representing District 1 in North Oak Cliff, has distinguished himself as the top fundraiser in the citywide race, amassing an impressive total of $204,505 — constituting 92% of all funds raised in his district. The district, encompassing neighborhoods south of Interstate 30, has emerged as a central point for discussions surrounding gentrification, affordable housing, and zoning reform.
West’s impressive fundraising lead positions him ahead of more than 40 candidates competing for City Council seats in the municipal election on May 3.
District 11, covering areas of North Dallas, is experiencing impressive fundraising totals. Jeff Kitner, a fresh face in city politics, has successfully raised $93,196.38, establishing himself as a formidable candidate. At the same time, District 9 incumbent Paula Blackmon, representing East Dallas and nearby areas, has successfully raised $100,171.41, positioning her second in overall citywide fundraising.
In anticipation of the election, the Dallas Morning News examined campaign reports from January 1, 2024, to April 3, 2025.
As campaign advertisements intensify and discussions become more fervent, the funding flow provides initial insights into which races are capturing the most interest — and sway. With pressing issues such as short-term rentals, land use, and public safety on the agenda, these races are poised to reflect ideological perspectives and local governance.
Early voting starts in mid-April. The stakes and expenditures are bound to increase from this point onward.
